The amount of private car owners would depend on the emission levels, i.e. engine or vehicle size. I think the policy about cars is quite timely and reasonable. Better late than never! There are many factors to contribute to pollution, but the pollution suffered from private cars are most severe and frequent. So it is indispensable that we, including cities planner, government officials and civilians, should jointly take effective measures to control the pollution of exhaust emissions from private cars and restrict private cars without the slightest hesitation. Private Car Owners should Be Taxed For Pollution. In the first place, it can be easily proved that the number of owners with private cars will sharply descend if they are imposed tax for pollution. Because all of people know today's oil price is so expensive, which has led many owners not afford their cars, let alone taxation，if the policy will be executed, obviously, many people will weigh their economic situation and then decide if they need buy cars or even change to go to work by bus or subway, which helps to reduce the rate of using cars,. (even refuse to buy new cars.) Therefore, pollution will be controlled or healed. At the same time, government can make good advantages of the taxes to cure pollution and ameliorate the environment. For example, it can be used to broaden the road and build overpasses and new subways, etc. Consequently, civilians can choose more various vehicles for their travel or tour. To those opponents, its opponents put it differently. They fear imposing tax on private cars may aggravate the private owners of the economic burden so that they can't afford the fare and had to give up the convenient and ubiquitous vehicle . In fact, their worry is redundant. The government aims to restrict one family not to buy many private cars, avoiding wasting of money and causing pollution. Moreover, according to the size of vehicles and the quantities and standards of emissions, government collect car taxes, not arbitrary taxation. It aims to the rich families, not middle-class families. In conclusion, a tax on private cars is imperative and indispensable.
