Support your views with reasons and examples drawn from such areas as your reading, experience, observations, or academic studies.

In recent days, more and more people are concerned the problem of how to use public resources. I agree the point of to use public rescources to help the people of hungry or out of work or lack the basic skills, but the premise is only to provide the basic aids. And spending a few part of the public resources as the reward, to support the development of arts and so on. The reasons are as follows. First of all, it is all the people who the public resources are used to service, rather than serving a group of people. This is the most basic principle. We may give more public resourses to vulnerable group on this basic. In order to avoid the formation of the public resources· dependence, do not give too much. For example, we only provide the bread and water to hungry people, and they want to eat meat who only earn money to buy meat by themselves. Next, public resources should not only to the vulnerable groups, but also to give the arts, technology, science and so on, to promote social progress. Certainly, the former uses the proportion of public resources more than the latter. For instance, let a hungry person to visit the art exhibition. He probably can only imagine Da vinci painted egg into a plate of fried egg. In sum, the public resources must be rational utilization. Like this, it can guarantee the people`s basic life and promote social progress.
