With the development of modern society,the government allocates more money to establishing museums,theaters and supports the life and work of some artists.Some feel that arts does not directly improve people's life,so government should spend funds on other important areas such as education,environment,medical aid and so on.The argument seems self-evident,but in fact requires closer examination. It is undeniable that public service can boost the level of people's life.It provides for people's basic demands and guarantees the stability of the society.For example,not only do children enjoy free education for nine years,but also do older persons get free medical aid.Therefore,it is true that the establishment of public service is the top priority of the government.This belief,though logical,overlooks one key point which is,of course,the happiness of people's life. We can hardly lose the sight of the fact that people need spiritual fulfillment by creating and appreciating art.On the one hand,arts cultivate people's ability of creativity.On the other hand,painting and music are the good way to relax after long hours of work.Naturally,apart from the bread and milk,the government should also take care of the spiritual life of ordinary people. Admittedly,with some successful business operation,many arts could earn money for themselves and need not spend financial support from the government.However,other arts such as Chinese folk arts which have a great influence on Chinese culture are not able to support themselves.So it is necessary that the government provide economic aid for the folk arts. From the above discussion,it is the government's duty to facilitate public services that provide for the basic needs of citizens.But at the same time,arts also play an important part in people's life and deserve equal attention and support from the government.
