There is no doubt that water is important for all life including human beings, especially, China is a very large country with approximately 20% of the world’s population with less water resources. Therefore we have to protect previous water resources immediately. However, the strength of individual is very limited. Actually the government policies are powerful methods for us to reduce water pollution. In some foreign countries, practices have proved that city sewage, whose cost often lower than the cost of development of fresh water, is wildly used in industry, agriculture, fishery, urban construction and so on. For instance, there are 358 factories which use sewage to operate products at south-western America. Nine coal-fired and nuclear power stations have used city sewage as cooling water system for more than 20 years. The data show that consumption of wastewater up to 510 million cubic meters (Liu bo, 2012). Zurich, the largest city in Switzerland, is an important industrial city. Zurich suffered from serious water pollution 30 years ago. At that time many rivers and lakes had been seriously polluted. The living environment has been deteriorated sharply. After building a city sewage treatment system, Zurich protects its precious environment (Admin, 2013). Beyond question, Chinese government should improve laws systems of preventing water pollution. Water pollution prevention and control law must be made strict in order to minimize water pollution as far as possible, specially aim at industries and other places where need a large number of water（Qian yi, 2014）. Otherwise, Chinese government should spend time and money in developing a new technology which is helpful for both the development of economy and environment protection. Using its power to operate the low-energy business and close those polluting industries (Business Ghana, 2010). Only when all people try their best to protect the environment can we build a friendly environment.
