I think the reasons come down to the situation of movie producers and movie industry. So the government should not offer financial supports. Most blockbusters favored by Chinese are mainly science fictions and action movies. Their success features some characters that Chinese movies short of. For example, a highly commercial industry like Hollywood which means they always spare no efforts to focus on or even to create some topics that are new and shocking as well as instructive to audiences. With good stories and wonderful expressions, certainly they have no difficulty in promoting their works. We can see conspiracies involving governments and politicians which reflecting current background as well as war, humanity, sex, love. All of which being presented in a realistic style in a well formed story line. These elements are definitely exciting and attractive to audiences. Apart from relieving the Chinese audiences' curiosity to get to know the outside world, Foreign movies have the advantages listed above over domestic ones. Movie market in China is promising, whereas the movie industry is still young and less mature compared with the western ones. Chinese have a long way to go in building a mature industry during which they should learn from the market and their opponents. Instead of directly investing into the industry, the government should provide some policies to facilitate the development. For instance, simplify the censorship process to stimulate more innovations. Give a man a fish and you feed him for a day. Teach him how to fish and you feed him for a lifetime. So the government should not provide any financial supports.
