第一段：引入话题，艺术是否该获得政府资金支持
第二段：社会服务当然可以明显地提高人民的生活水平，如教育，医疗，环境或基础建设。但是这些并不会增加人民的幸福感受
第三段：人民需要艺术，因为：艺术相关人们的情感和价值观，这是人们行为的核心部分；艺术培养人的创造和创新能力；艺术是娱乐休闲方式，艺术是感情和精力释放的安全方式，艺术促进不同文化和民族间的理解

Sometimes, people are very realistc in terms of status of living, especially regarding the government investment. Some people insist that government should only be spent money on areas that are directly related to people's physical life, such as infrastructure, medication, military and so on,while others believe that money should also be spent on arts to maintain the spiritual wellness of society. There is no denial that arts, like painting and music, are not directly related to people's physical life. However, they do play an important role in the development of civilization and greatly improves our everyday life. Nowadays, One can hardly imagine a world without color. And it is difficult to define what is a radio if it contains no music. A TV set is not likely to be invented if there is no painting. Arts may make a society operates in a harmony way, as a matter of fact, a great civilization is usually be remembered because of its brilliant arts. In the light of this, I completely disagree with the viewpoint that government should invest on areas that is directly related to people's life. Art is also as important as the other areas.
