Higher education plays an important role in the develpment of country. Countless of ground breaking discoveries are associated to solid higher education systems. Because of this, higher education is emphasised by almost every government throughout the world. In addition to well-trained stuff for higher eduction, another important factor that determines the quality of higher education is talented students. Ironically but fairly, the gift of receiving higher education is usually not inherited by generations, no appraoch is 100% accurate in terms of masuring the potential of students. The best way by far, is to give oppotunites to as many students as possible. Which brings about a question, who is responsible for constantly funding the potentially eminient students and how? After all, the cost of receiving higher education is not comparable to the cost of a film ticket. In an attempt to meet this end. Governments who are responsible for the wellness of society are the major stakeholder. Each year, government will provide scholarships to choosen students in order to help them finish the higher education. This approach is effictive for student from poor families or districts. However, government's funding is limited, there is a huge gap between the budget and the number of students needs to be supported. Another way is to support students by themself, which is not possible to be widely adopted in the first beginning. Only few rich families can afford the cost. Besides, some of the students from rich families may not cherish the oppotunity for receiving higher education, because they face more temptation than ordinary students. It is difficult to stimulate their aptitude toward studing. In order to overcome the drawback of previous appraochs, the third approach is deviced. It is to support the students by loan, which means, no free meal is provided, the money should be repaied after graduation. Government's money is recycled and students should withstand the pressure of refunding if they do not finish the higher eduction. In this way, government using their money as a liverage to keep students study carefully and work hard even after graduation, which is, in many way, benefitial to students themselves and society as well. I think the last approach would be better for the sustainable develpoment of higher education. For it is not only cost-effective for governments, but alo, it provides an exmple for captical investors and big firms to improve the quality of human resources.
