初看题目，有些同学可能有点不知如何下手，毕竟“科学研究”这个词离自己日常关注的内容还是稍微远了点。不过，也不难想象，开展一项科研很重要的一点就是资金支持，而这如果找政府一般是比较靠谱。因此针对此题，我们必须肯定政府出钱的作用。但科研又不像其他实体生产制造企业光有了钱就可以马上投产，更重要的或者说最重要的是有创造性的人才，所以主体段我们还要强调科研最重要的因素是什么，而这个因素—创造性人才和其赖以生存的自由研发环境通常在私人企业更具备。
综上所述，我们不难得出结论：科研要想有成果有效率，首先应该保证科研人员的创作自由，而这正是政府掌控并开展科研最容易缺失的。因此，我们一方面要肯定政府出钱鼓励研发，同时也要支持私企出人才脑力打造自由创造的氛围。

Modern scientific research is rarely works solely conducted by one or two people. The idea that a scientific discovery is just made by mere reasoning through theory is mistaken. The truth is, a research usually requires a large amount of money, human resources and lasts for quite a long time. Sometimes, a research project may be arduous and yield nothing of value. In the light of this, some people suggest that scientific research should be controlled by government. Because governments represent the common wellness of society, the research projects controlled by the government are more likely to yield positivie result which can be readily transfered to public whelthy. Moreover, a scientific research can last for a long time with the support from governement, thereby avoid negative impact that a scientific research may suffer from profit oriented short-term objectives. The nuclear projects conducted by government are one of the representative examples. Nevertheless, there are also lots of scientific research that is controlled by private companies, most of them are result driven which means the discovery made should be transfered to the real world products of these companies. Such kind of research is also helpful in terms of development of science, for it pulls the development of productivity to go forward and it would be more fruitful from utilirian point of view. Besides, some discoveries may indirectly leads to even bigger scientific breakthrough. For example, the World Wide Web is originaly spring from the advent of Local Area Network which is a technology developed by private companies. In my point of view, scientific research projects controlled by government or private companies are two side of one picture, they may reconcile with each other. For those research projects with significant meaning, government can take the major role. Instead, research with promising market potential can be conducted by private companies.
