I don't think the private car owners should be taxed for pollution. First of all, I have to bring up a question "who should pay for the pollution', this question lead us to another question"who cause the pollution?" In my oppion, the factories should be the main pollution producer, and did the government perform the supervision responsibility well enough？ I think the government should answer the question first then studying the possibility of putting a “pollution tax” on private cars. Second, the government agencies do not just tax people instead of sovling the problems. There are so many ways to control the pollution, not only putting on the tax. The government should really use their brains. At last, may the "pollution tax" work? The Beijing Government limited the licence of private cars and the traffic in Beijing is still awful. So putting a “pollution tax” on private cars is not a clever way to deal with the air pollution.
