写作思路：
第一段：引入话题的对立面：奖学金发放，大学研究经费倾向科学还是‘用处不大’的学科，如艺术，社会科学
第二段：1当然科学研究可以直接产生看得见的成果，如产品或技术，可以提高人民的生活水平;2科研的成果会提高生产力;3 医学研究提高大众健康水平和寿命
但是只支持科学研究，而不顾人们其他方面的需求会导致社会畸形发展，最终也会制约科技的发展。
第三段：人民需要艺术，因为：艺术相关人们的情感和价值观，这是人们行为的核心部分;艺术培养人的创造和创新能力;艺术是娱乐休闲方式，艺术是感情和精力释放的安全方式;艺术促进不同文化和民族间的理解，稳定社会的发展。社会科学如哲学历史人类学心理学等加深人们对人类自身的理解和更深远地对未来的健康发展的规划。
第四段：政府应该既资助大学的科学研究，也资助社会科学和艺术。这样才能创造一个健康有生机的社会。

From my point of view, not only financial support should be provided for scientific research, but also some other subject which enriched the life such as art and so on. They are both the important components in our lives. First and formost, the value of scientific research can promote the product of the corn which is essencial for us to live in this world. In addition, scientific researchs also change the world where we live such as cars and airplans. However, if we only put the importance on the scientific research, we may find the lives is so boring. There may be just the same TV shows and the same music all the time.
