Firstly,some experts think that all cost should be paid by the government because the youngsters will become essential members after finishing higher education,thus making them competent for social progress and qualified for devotion to this citizenry.Indeed,graduates and post-graduates possessing helpful knowledge,including technology,natural science,social science and practical skills,etc.,will dedicate themselves into fulfilling their destiny,which is making our civilization more resplendent.However,as can be seen in many developed countries,what the government and its fiscal ministry have spent on higher education cannot gain the desirable consequence.For example,myriad undergraduates whose majors are not what they will do in the future cannot make the expectation of officials real.And the funds could be a very burdensome and stringent chain for government in democratic countries where the terms about financial expenditure must be strictly tested and inspected by the parliament. Secondly,many people,especially some economists,hold the point that all expenses should be paid by students themselves.Obviously,this idea could be cruel even in developed countries.Because the social framework in modern society is so complex that it is impossible to guarantee the fact that everyone can enjoy this opportunity to accept higher education.Furthermore,if all costs would be paid by students,the schools were to try their best to heighten the tuition fee.However,students must pay some parts of the expenses,thus coercing them to cherish the chance and making efforts in learning useful skills. Thirdly,some pragmatists say that all costs are to be paid by the student using loans from the government that must be repaid after graduation.Actually,this mean is the popular policy for adolescents who will get enrolled in university and college.By this way,students living in impoverished backgrounds and thus having no possibility to be maticulated if without the sponsorship of governmental institution,can attain the precious channel to alter their fate and their family's status.But,it is also apparent and eye-catching that some students cannot get the satifactory employment which can offer plenty of currency to repay the cost after graduation,so that there are enormous fiscal blackholes in the chains of financial system and cracks in social credit system. In conclusion,three ways all have their advantages and disadvantages.In my view,I think that the third method,i.e.loans which must be paid after graduation,could be the most efficient way,whose shortcomings are the smallest and can warrant the best output.
