in this memo,we can not consider that the suggestion is concluded under the full investigation and logical reasoning. first of all, there is not enough proof to verify that the achievements of the school band from steel city high was regarding to Mr. Charles Schade as the music director . there are a lot of reasons for that. maybe the school band from steel city high had been among the best for many years and the members of the band was excellent in music and had been enrolled as specialty student , so they could perform excellently with any music director. or maybe the average capability of the school bands in that region lower than other regions , even if they has won three regional band competitions we can not say that the shool band from steel city high is better that the school band from saluda school. the quality of the music rehearsal facilities and musical instruments can be improved by anyone if there is enough money. to say the least, assuming that Mr. Charles Schade has improve the situation of the steel city high, the method he used could not transplant to saluda school easily becouse that depend a lot on the school authority. to sum up, it is too early to get the conclusion that the Saluda school board should hire Mr. Schade to plan and direct the general music education programs for the entire Saluda school system.a further investigation is a prerequisite to make the final decision.
