Due to the shortage of budget in many countries, especially developing countries, the development and the creation of art is always neglected by government, for the officials believe that those practical things and social insurance on medical and transport are much more important than art. Hence little attention has been paid on the realm of art. However, what the government ignored is that with the economy developing in such a fast speed, physical life of citizens has reached a satisfactory level, so their requirement for art enjoyment increases. Therefore, taxpayers’ money should be spent more on supporting artists and activities in art realm, aiming to create more opportunities for inhabitants to intoxicate in the world of art and increase the artistic interest inside. The advanced modern technology and copious social services, we cannot deny, can surely improve people’s quality of life. Education brings more literacy to our society; science enables us to live more convenient and relaxed; insurance on medical insures everyone in the society to get equal superior medical care when needed; the establishment of subway lines and other form of transport satisfies people’s going-out demand. All these services rely on the supporting from the government. However, it is only the physical requirement that could be satisfied. And now, people ask for more entertainment and enjoyment of art, in other words, spiritual things, which lead them to a higher level of life. Now it is the time for government to emphasis art development. And the most efficient thing they can do is to increase the budget to support those artists and artistic work. Why? Several reasons are here to support. First of all, from the perspective of human’s requirements, we can say everyone has requirements on different aspects; each aspect is equally important but follows a simple sequence. Satisfactory on physics is the first step, once this is done, art would be needed. Art is the way of expressing emotion and thoughts, the form of art existed since ancient society. Inactivation of art can contribute to the ossified thinking and the sluggish development of economy. High-leveled civil society is always existing with the booming culture and art. Secondly, art and culture have the feature of territoriality, so they surely become the symbol of a country and the bond of unity. Last but not least, art provide people different perspectives of seeing this whole world, which make people understand our world all-sided and arouse people’s ability of creation and innovation. In a word, our society need fundamental services as well as artistic services. Government should invest to support both of these two parts of life, with which way could create a healthy and vigorous society.
