From my point of view, it is unfair for all the private car owners be taxed for polltion. People make distinguished judgement to save their benefits, I believe that majority of the private car owners will refuse to be taxed while others having no cars will have different idea. But let's put it equally, private car owners should not be taxed. Private car owners always be blame, for the reason that they are considered as pullution producer. But I think the distorted truth is , the pollution is produced by oil, and the oil is produced by factory. If the private car owners should be blame, why those factory should be forgived? Someone may argue that it is consumer demand invigorating the production, but the point is, consumer shouldn't be criticized for damanding a better life. In another perspective, the car factory should be taxed for pollution, too, if government tax private car owner. The responsibility for reducing pollutant belonging to the car producer, so they should be taxed for producing cars that emitting too much pollutant. In short, it is unfair to taxed private car owners for pollution, for the reason that they are customers but not producer. What's more, everyone should make efforts to creat a environmental friendly world, including car private owners, oil producers, car producers, even other people having no cars. The effective tool for solving problems is advancement rather than taxation. What we should do is doing effective things, and doing them efficiently.
