In my opinion,i agree the policy cycle does not take the place of the real decision ,because no one will predict what will happen in the future,especiallybureaucratic mechanism and administrative.It is very hard to make accurate and feasible scheme in a one-time process which means to get the right decision for policy makers too requires great research.
