Globally, the outcome of significant public policies relies on constellations of the actors who are involved besides their portfolios in the resources that drive actions in public policy. This is the explanatory power behind the general institutional rules (Knill and Tosun, 2012: 47-48). Therefore, the composition of the political system involved and the respective government, people, parliament, regional autonomy, and contribution of administrative courts is essential in estimating public policy outcomes. However, these institutional rules are often countered by specific institutional rules that originate from substantive public policies basing on the perception of the extent of conduciveness of implementing the policies by the various actors (Hamburger and Weller, 2012: 23). For instance, an effectiveness of players' constellations during the formulation and the implementation stages of the political-administrative programmes. Therefore, basing on argument on these accounts, this essay aims at qualifying the contributions of public policy actors and institutions in reducing traffic congestion, taking the case example of Los Angeles County in the United States. In this respect, this essay is divided into three main sections. The first section highlights the policy problem while the second part analyses the traffic congestion situation and the reasons behind the problem. Finally, the last part links theories such as the button drawer's solution model in solving the problem.
