In examining the second part of the essay, it is imperative to begin by exploring the traffic congestion situation in LA to get an understanding into the background and causes of the problem. The region of Los Angeles (LA) has the highest congestion of traffic in the US (Chung and Recker, 2012: 38). Most of the underlying causes of the congestion include population growth, rising economy and the trading of goods along the Long Beach and the Los Angeles Ports. The above projects an increasing trend of projection as long as no significant policy is implemented to control the congestion. Moreover, too much traffic congestion is distractive from realising quality life among residents of LA. That is, it is environmentally damaging, economically wasteful and exacerbates the concerns of social justice (Dilger, 2003: 24).Therefore, finding an equitable and efficient mitigation strategy for easing the traffic congestion will solve most of the social concerns. The primary intention of this paper is to establish and recommend the possible strategies for controlling traffic congestion in LA County. The paper elements, also, examine literature that explores data characterising the traffic congestion in LA, key contributors to the congestion, and identify the variety of implementable congestion-reduction strategies. Besides, it explores the possible challenges and considers complementary strategies that will help in building political consensus in the policy implementation.
