Traffic congestion accentuates from the imbalance between the demand and supply of road space. However, a substantial expansion of available road networks in LA may not happen for several reasons. Besides, the present economic run-up and downturn in the prices of fuel, the forecasted population growth, and movement of goods all project that truck and automobile travel will increasingly expand in the future. Moreover, LA already has a dense network of roads that operates at high-frequency level (Qiu, Li and Haghani, 2014: 41).Therefore, significant opportunities for expanding or enhancing the road network efficiency is unlikely. Consequently, most LA residents drive a lot when compared to their regional population density (Leonard, II and Rodegerdts, 1998: 37). Therefore finding avenues for managing the driving demand especially during peak hours can be the most promising way of reducing traffic congestion.
