Traffic congestion accentuates from the imbalance between the demand and supply of road space. However, a substantial expansion of available road networks in LA may not happen for several reasons. Moreover, LA has already owing a dense network of roads that operates at high-frequency level (Qiu, Li and Haghani, 2014: 41).Therefore, significant opportunities for expanding or enhancing the road network efficiency is unlikely. Consequently, most LA residents drive a lot when compared to their regional population density (Leonard, II and Rodegerdts, 1998: 37). Therefore finding avenues for managing the driving demand especially during peak hours can be the most promising way of reducing traffic congestion.
