Similarly, improving existing network of roads in LA can prove more effective when implemented alongside the strategies for controlling the peak-hour automobile travel demand through the established pricing mechanism. Furthermore, the paper indicates that reform packages that do not include the pricing strategies cannot achieve long-term mitigation in the traffic congestion. Therefore, the paper advocates for the involvement of various actors in summoning their political willpower in the implementation of the said strategies.
