第二段：社会服务当然可以明显地提高人民的生活水平，如教育，医疗，环境或基础建设。但是这些并不会增加人民的幸福感受

some people claim that art, like music and paintings ,can not bring with direct profits and therefore they think that it is a waste for government to invest in these kinds of activities and money should be utilized in other areas ; personally , i completely disagree with this statement ; it's true that art ,which is abstract , will not make direct or visual profits to human ; unlike investments in establishing a shopping mall or building up houses to improve the people's living conditions , effects of art tends to be difficult to be quantified ; music and paintings can not solve the basic daily requirements ; therefore , people claim that any spending on art is a luxury, however , is it true that , art is useless for human? of course not ; in my opinion , although benefits brought by art can't be estimated in term of finance , its influence is much more profound ,which will directly and greatly boost human's development ; firstly , music and paintings will enrich people's spiritual life and raise their levels of happiness ; one hardly feels happy purely due to the ample materials but to a content mind ; so , it is of great importance for government to promote the artistic programs ; secondly , art ,in a long term , pushes forward human's progress by trigger imagination and creativities ; it is with these valuable merits that mankind can come up with lots of inventions to improve the life quality ; so , it seems a bit ridiculous to say that spending money on art is a meaningless action ; to conclude , though art can not bring mankind with concrete advantages , it is worthwhile any investment from authorities , because in a long run , the benefits will be tremendous ;
