Recently, environmental issues have been becoming urgent. Some people hold the view that they should recycle their family rubbish, while others insist that it is the duty of authorities to press laws and regulations to solve the issue. Personally ,I am in favor of the latter point of view. First of all, laws have their own strong frightening function. They regulate citizens’ behavior since items are compulsive and supported by the states. It is an undeniable fact that the law informs citizens of the rules that are recognized by the whole society. Individuals tend to follow their duty to recycle waste since anyone who fails to comply with regulations will be strictly punished, they are likely to pay a fine, be putting into prison and so forth. Thus, under the supervision of laws, citizens do some recycling tasks consciously. In addition, laws and regulations set up a standard about recycling in detail. It is worth noting that numerous people do not know the correct protective measures and some ones do the work by mistake, so the result may actually backfire. But the laws are designed by experts and scientists, in the light of the facts making judgments, thereby all the details are normative and practical. After introducing to every citizen, they can recycle waste by following the criterion. Admittedly, recycling waste is a personal part of people’s lives, they have their manners to handle problems, so that governments should not manage and limit their behavior. Moreover, laws belong to the superstructure of society, which deal with state affairs instead of environment issues. To sum up, although laws and regulations limit individuals’ freedom, I reaffirm its positive role in handling recycling waste. I think that the government should establish relevant policies as soon as possible.
