Some people think that the government should establish free libraries in each town. Others, however, believe that it is a waste of money since the public can use the Internet at home to obtain information. Discuss both sides and give your own opinion.

这回试题难不倒烤鸭。冲突的焦点落在[有必要设立图书馆]或[没有必要]，而不是单一的立场library PK Internet。在家使用因特网的好处太多，可是利用图书馆可以补足其功能complementary。
两个问题。引言3 sentences之后，1. 讨论二者的利弊，看中体的承段6 sentences与转6 sentences段。2. 考生提出看法，看合段的结论3 sentences。
起段引言 Introduction
开头第一句。申论主题：使用因特网可以取得各种资讯Vs.图书馆对大众有利。
开头第二句。集中焦点：冲突是两难自解。
开头第三句。一分为二：分头指引讨论二者利弊。
如若增加一些长难句的使用，会为文章添彩；全文结构较为严谨；作者能较好的使用一些高级词汇，同时要避免个别拼写错误。
Many people need to study via the internet or the library in modern times. There is a heated discussion on whether to establish libraries by the government for the public. Some people think that internet technology is developed. People can know more knowledge by the internet. It is not only convient but also saving money. Man, woman or child can easily distribute the information what they have known. Everyone share these information each other immediately when drinking coffee. However, others agree to establish more libraries to study. To estimate, about 60% of investiators hold this viewpoint. On the one hand, maybe people pay more attention to the book instead of internet to study. Many medias including movie, catoon or AD may attract their attentions. Usually, it may lead to cost much more time to study. On the other hand, their are more classical books in the library. These books may not be converted into electronic produces, so they can not be seen on the internet thanks to copyright. Also, the classical books are very important for us to study further. In my opinion, we'd better establis some libraries in main blocks. Of course, the instruments including wifi signal should be installed in the libraries. Thus, we can benefit from library and internet.
