When it comes to poverty alleviation one of the greatest achievements of the past decades is the fact that the number of impoverished and undernourished population who live in the outlying and poverty-stricken areas has dropped sharply. But the improvement, though impressive, has been uneven, with great regional differences. In fact, some areas, many of them suffering from overpopulation, conflict or deeply inequitable economic growth have actually gotten worse. Nowadays, Chinese government is implementing targeted measures to alleviate, which marks that China's poverty reduction and development work has entered a new historical stage. Under the conduct of the new situation and new policy, it is crucial that we take vigorous measures to tackle poverty. First of all, the government and relevant authorities should work to achieve that goal through a two-pronged approach. One works to meet immediate needs and strengthen capacities that protect and enhance lives and livelihoods. The other works to strengthen local systems for longer-term sustainability in key areas impacting food security. Most important of all, it has universally believed that it is important to guarantee their basic standards of living by improving various assurance programs. The government need to attach priority to enhancing basic public services, especially in old revolutionary base areas, ethnic minority areas, border areas, and impoverished areas. In addition, local government need to merge poverty alleviation resources to make better use of them and take targeted measures to ensure that assistance reaches poverty-stricken villages and households. There is unprecedented consensus that building the resilience of vulnerable communities, including their food and nutrition security, is key to our larger goals of ending extreme poverty, enhancing stability and spurring economic growth. Through the development of the new strategy, we together set out an ambitious goal for the next decade—to improve and sustain the food and nutrition security of vulnerable populations. By our efforts, I believe, we can realize our shared vision of a world free of hunger and poverty, where all people live in dignity, peace and security.
