The report released by the Ministry of Transport research institute showed that Beijing is in the third place on the list of the most congested cities in China after Jinan and Harbin. Jinan is the top as it is under a large scale of infrastructure construction such as building subway and optimizing the rainwater projects. Inappropriate urban plan led to severe traffic jam in rush hour for Harbin, the report said. It also pointed that the situation didn’t go further worse for Beijing, Shenzhen, Guangzhou, Shanghai and other first-tier cities owe to great effort put by local governments. These biggest four cities got relieved in congestion since November which could be the facts that less civilians went out, haze, back to hometown for migrant workers and so on. Compared to other cities, it getting worse for the second-tier cities which goes up 3.7 percent, Chongqing, Changchun, Jiaxing, Shenyang are the top ones which goes up 7 percent. The report claimed that Hangzhou which lies in Zhejiang Province and Shenzhen in Guangdong Province made great progress by limiting cars and better road connection net. Interestingly, a survey found that 31.8 percent participants believed that Beijing is the most congested city in China, but 8 percent of them believed Zhengzhou should be the top one instead.
