I have a friend, who studies civil engineering, he once asked me a question: "Can I be an engineer after graduating from university?" My answer to this question is “Of course not ". Public university want to train each mechanical student as a mechanical engineer, but did not expect that the student graduated only to make a screw. It is desirable that the students who come to study each computer are Ma Yun and Ma Huateng, but they do not know that they are coming out to write code. The public university intends to create favorable conditions for students and hopes that they will go further on their own professional paths, but they ignore the gap between actual needs and applied theories. The administrative system which has been practiced in public universities has seriously inhibited the vigor of the university and restrained the development of the university. The reform of university system must have the definite progressive content which accords with the logic and characteristics of the university's activity, and can arouse and attract the students to participate in the enthusiasm for the system, otherwise, the current university system reform will not be able to guide the university to achieve the objective of essential progress. There are some suggestions. First, public universities should explore the talent cultivation model deeply. Public university should reform the traditional talent training model and build a distinctive talent training model that meets the needs of the society. Second, implementing differential teaching. Teaching should proceed from reality, analyze the needs of students, and teach students depending on their individual differences. Differential teaching is needed for educational reform and innovation, and it is an inevitable requirement for integrated education. Differentiating teaching can stimulate students' learning motivation and expand their areas of success. Public university should encourage teachers to implement differentiated teaching creatively and provide guarantees and support for the implementation of differential teaching. Then, construct teaching quality monitoring system and improve education teaching quality. The monitoring of teaching quality is based on the evaluation of teaching quality, and positively evaluates, feedback and adjusts the factors affecting the teaching quality and the various links of the teaching process. Although public universities now do a lot of explorations and practices in monitoring teaching quality, they are not systematic enough and their participation is not high. It also needs improvement. Finally, we concentrate on the cultivation of students' innovation and entrepreneurship. While improving the professional ability of students, the school must also strengthen the entrepreneurial ability, entrepreneurial awareness and entrepreneurial ability of college students. Schools can offer entrepreneurship education course, innovative entrepreneurship training programs, and entrepreneurship simulation training. I think if public universities make this kind of change, and keep improving it. When my friend asks me this question again, I can answer "yes, you can" .
