In my opinion, dialect can be used only in certain circumstances, which means ,it can just acceptabkle but depends. For example , you and you friends or people you recognized, it will be acceptabke, because you guys can understand each other well with no misunderstanding. On the contrurary , if the audience are people whom you are not femiliar , dialect may cause troubles between your communication. There is another way that i think will not be suitable for you to dialcet in public, which is ,you talk with dialect when somebody among you are not come from the same place with you, he may not understand your talking, and it is a rude behavior as well. Besides all this ,there is also another regulation everybody should obey, do not disturb ohter people when talking. So, there will be no absulte answer for the topic. You can use dialect some way ,but you still have to obey the regulations: first, everybody can understand what you talking about ,second, do not disturb others,the third, do not be rude.
