I would not agree that only a few people behave in a way they want. Every people controltheir life to some extend. Which depends your ideal is what kind of. If doing things in a way according to everyone's wish and desire, world will be out of control. As the god is fair, someone who is dull and just wastes time is not allowed to get he wanted.
