Because of the lack of the governments' funds,it has been an argue issue that how to allocate the money reasonably.some are incline to support the arts,while others think public health and education are more important,In my opinion,the decision that how to allocate the money should be depend on the situations of the different countries. For the developed countries,e.g.,England,America etc. these countries have already build a fixed social security system.people in the developed countries enjoy a remarkable life.therefore they can study the arts wholeheartedly without worry about the life.hence,the developed countries could spend much more money than those developing countries. In contrast,people in some countries still work hard for the next meal. their countries starve the poverty due to the diverse reason,such as the lack of the natural resources or something about politic.you can not demand them who starve the hungry and poverty everyday care about arts.As a consequent,these developing countries should ensure the people's life firstly rather than arts.
