Due to the budget shortfall in many countries , how to use the money effectively and to benefit people become a pivotal problem for the government. In this case, some people hold the opinion that government money should support more important things rather than artists. However, from my point of view, it depends on different circumstance. We have to admit that it is important that government invest enough money in scientific research and social service to improve the living conditions especially when the conditions do not meet the demand. For example, in the UK, thanks to the money put in the National Health Service, residents in the UK do not suffer from illness because they cannot afford the money any more. On the other hand, when the basic material needs are met, government should invest more in arts to boost its development. First of all, human beings have various of needs and arts is an important one. Creative thoughts and original ideas can be expressed through art works.A highly civilized society is always accompanying the prospective cultures and arts. Secondly, different regions formate different arts, hence, arts and cultures are symbols for those regions which can unify people together.Morever, arts provide a new way of seeing the word and understanding the word. It cultivates people's creativity and innovation. To sum up, government should keep a balance of finacial utilizaton and both invest on infrastructure services and arts so that they can creat a healthy and organically society.
