Apparently,in judging from what is detailedly demonstrated in the above flow chart,we can observe distinctly that it maps the process in which citizens appeal to the court if some government organization's response to their request is not satisfactory. In the first stage,inhabitants initiate an appeal.Next,the appeal,if taken,will be screened.Obviously,there may be four results after the screening:the appeal is settled,dismissed or streamed to mediation or to adjudication.In the first case,the appeal process ends.If dismissed,it directly goes to straightforward appeals.The other two results lead to the mediation stage and to the adjudication stage directly. In the mediation stage,the appeal may be guided to special appeals or regular ones.Special appeals are divided into straightforward appeals and reasonable search appeals.Both appeals get the same outcome after mediation inquiry:being settled or not.If not,they lead to orders and end.Regular appeals get the same being-settled-or-not outcome after mediation.The adjudication stage follows the outcome.The appeal ends in orders after the inquiry. Thus,we have no difficulty but can obtain the conclusion that the process diagram shows how an appeal to the court complaining government organizations'unsatisfactory response to citizens'requests is processed and finally solved.
