With the development of civilization and urbanization, most governments have raised the expenditure on the arts, like the public exhibitions or the sculptures at streets. As there remains a lot of social problems to cope with, people are increasingly aware of the distribution of the taxpayer's money by the governments. Some are of the opinion that money should be invested to the fields of higher priorities, such as poverty and health care, while others point out that the appropriate expenditure on arts is reasonable and essential. As to me, the latter idea holds more weight. Frankly speaking, we should not deny the fact that there are still some fields calling for attention and investment, and maybe some of them should be given priority to, such as the health care system and educational system. These are the basis of a society and human's development. Only when these basic needs have been met can we have the potential and ability to pursue other goals. While other areas like scientific and technology also play an important role in stimulating the development of society and promote people's living standards. However, no matter how important such fields we emphasize, we should not devalue the significance of arts and its contribution to human's well-round development. As can be clearly seen from the current society, some cities compromise emotional and cultural traditions for economic benefits. Although they are rich and live a luxurious life, they do not feel satisfied and happy. This may due to the fact that humans are emotional animals, what they need are not only the material products but also the emotional feelings. With enough investment on arts, people could improve their esthetic appreciation through their daily lives. For example, the access to the local museum may help them know more about their own history and expand their outlook, the paintings and sculptures in public places could contribute to their incisive understandings of their living world, and etc. Moreover, all these cultural images are the symbols of a city or a country which can show the national identity. As a result of the accelerating marketization and urbanization, people's living standard have been greatly improved. Thus, if we aspire to live a more meaningful and more enjoyable life, we should not neglect the development of the culture and arts any more. All in all, the government should place enough attention on the basic infrastructure, while on the other hand, give sufficient expenditure and support for the development of arts and culture. Only getting a balance between them, can a society develop healthily and sustainably.
