Nowadays, there is a discuss about whether government should spend money on arts. The service of society can obvious improve the level of people's life,such as education , medical treatment, environment or foundation facilities. But this thing can not add the feeling of happiness. People need arts, because it relevent to human's emotion and value. They have the demand of multiple .Arts are the express of feeling. In primitive society, people lack arts. So they have mental stagnation. To some aspects, arts are also the link of a country. Every country should have their own culture and arts . That is the symbol of their identification. To sum up, the government should not only invest foundation services but also invest arts. That can be a health and vigor country.
